Bug Description

Auto brightness doesn't work

TEST CASE:
1. In System Settings/Brightness enable "Adjust automatically"
2. Lock the screen to display the greeter
3. On a sunny day, go outside in bright light
4. If the display is off, press the power button to turn it on

EXPECTED RESULT
The display is bright enough to be able to read the display and see the greeter

ACTUAL RESULT
It's nearly all black to the point I thought the display was off.
