Scrambled Gnome Error Code When Rebooting

Bug Description
When I try to reboot Ubunto Gnome 17.04, I get this bizarre scrambled error text before it shuts off, I took a video of it on youtube. I'm running a Radeon RX 480, an Asus Z170 Pro motherboard and a Skylake processor. I can provide any more information that you would like. I took a video of the process. since it's hard to believe until you see it.
It happens every time, and Windows 10 and Linux Mint didn't do this, so it isn't a hardware stability issue either; the system isn't actually overclocked it just shows that after you look at the BIOS on my motherboard.

That is not an error message, its just the normal boot process. However it should be hidden by plymouth (which shows the Ubuntu GNOME logo spinner), which doesnt seem to be running on your machine.
