I discovered that the upgrade process from 14.10->15.4 for some reason held back plasma-desktop and simply did not install plasma-desktop-data and several other packages. running sudo apt-get dist-upgrade fixed the package issues and plasma desktop stopped crashing, witch it was doing because it did not have some of the data(shell handlers) it needed to function.
