Bug Description

[Impact]

plasma-distro-release-notifier carries a patch to identify itself for which Ubuntu version it is on. Unfortunately, I neglected to update it for 23.04 and 23.10. It's a quick one-line change to the file, so it just needs to be updated. This upload accomplishes that.

This notification alerts a user if their Ubuntu release will be EOL, but if an upgrade cnanot be determined, it will report the current version number. Right now, it reports that as 22.10.

[Test Case]

 * Install Ubuntu Studio or Kubuntu 23.04 or 23.10

 * plasma-distro-release-notifier may report itself as 22.10 if EOL is coming up but it cannot determine if a new version is available. This is not desired on 23.04 or 23.10.

[What could go wrong]

The most that could go wrong here is we could end up with the wrong version number (again) being reported if I miss something, as I am human. I'm really dotting my I's and crossing my T's here.
