plasma-discover shows no installed or installable packages

Bug Description

After a fresh install of Kubuntu, plasma-discover doesn't seem to work.

There are no packages available to install, and the list of installed packages is also always empty.

I installed muon, as described in another bug report, but that didn't do anything to make discover start working.

Attached is a screenshot of the empty "installed packages" list.

Upgrade PackageKit to 1.1.5-2 - does that fix this issue?

PackageKit isn't installed at all, not by default.

The version I can install from the repository is 0.8.17-4ubuntu6~gcc5.4ubuntu1.1. How can I install 1.1.5-2?

Ah, sorry! I'm on Kubuntu 16.04 LTS.
