Window unshade fails to expand window

Bug Description
Apologies, I may have already reported this.
First set the left double click mouse button action on the title bar to "Shade".
Then double click the left mouse in a title bar.
Result - the window shades correctly
Double click the mouse in the title bar again to unshade the window
Result - the window unshades but only by a very small amount, typically to just under the menu bar.
