Why ubuntu-bug allows me to report bugs for packages I don't even have installed?

Since bugs are reported to launchpad now and not bugs.kde.org, is it worth it at all?
Do any KDE/Kubuntu devs look at bugs in launchpad.net ?

affects: plasma-widget-wifi (Ubuntu) → plasma-desktop (Ubuntu)
