Add libapt* to the striptranslations blacklist

Bug Description
As a follow up to bug #446277, I'd like to request the addition of the libapt-pkg4.11 and libapt-inst1.3 packages to the pkstriptranslations blacklist, as these packages started to ship apt templates recently.
As the version numbers in these packages tend to change, only the names should be added to make it future proof.

Why do we need to do this? Blacklisting would mean that apt packages will ship all *.po files right in the .deb, as opposed to "through langpacks". This will stop us being able to deliver updated translations, and we'd install unnecessary translations, too.
