PipeWire Buffer Underruns with Wine

Bug Description
This is similar to bug #1929237 but with a different source and since this involves pulse-pipewire it may be related to that module.
I am SO FRUSTRATED with Ubuntu, seems every release just breaks more stuff. I HAD Pulse Audio working perfectly, no matter what source, no matter how loaded, no stuttering, simply had to adjust some buffer sizes up from the ridiculous defaults.
Now WinAmp under Wine sounds like shit, stutters horridly, and there seems to be no decent documentation for the new disaster known as Pipewire. Didn't think anyone could possibly write code more buggy than Poettering but someone had to come along and prove me wrong.
Can someone tell me where to adjust buffer sizes in pipewire to stop this GawdAweful Stuttering?

Also this is on an i7-9900k machine clocked at 4.9Ghz, 32GB of RAM, and a WD Black SSD (and half a dozen drives but Ubuntu is on a 2TB SSD).
Before I could do an eight core kernel compile with no stutter, now it stutters badly when completely idle and audio stops for seconds at a time during a compile. This is completely unacceptable.
