Incomming messages uses Cyrillic characters instead of accented latin when CP1250 codepage set in ICQ account options

Bug Description
Binary package hint: gaim
I have selected "CP1250" in "Encoding" entry in "ICQ Options" in ICQ account dialog.
In Edgy, there were both incoming and outcoming messages coded correctly (all accented characters of czech language).
But now in Feisty, outcomming messages are still ok, but all incomming messages have
some cyrillic characters instead of czech accented latin characters.
