ubuntu-sdk can't find emulator when change XDG_DATA_HOME

Bug Description
XDG_DATA_HOME used for saving emulator which user created.
When I change the XDG_DATA_HOME I found the ubuntu-sdk can't locate the emulator corretly.
It still look for the emulators in '.local/
And 'ubuntu-emulator list' could show the emulators successfully.
