can't use ubuntu-device-flash offline even for cached images

Bug Description

I don't have accesss to the image servers, but I have multiple images previously downloaded and cached by ubuntu-device-flash. I'm not able to flash these image:

image #97 is available in the local cache.
$ ubuntu-device-flash --channel=ubuntu-touch/ubuntu-rtm/14.09-proposed --device krillin --revision=97
