default output device does not persist across reboots

Bug Description
Binary package hint: pavucontrol
I click Output Devices, and then for my usb audio output device I click "set as fallback" to make it the default output device.
Then when I reboot, it's no-longer the default.
Not sure if this should be against pavucontrol or pulseaudio.
(It would be nice if, when this usb audio device is not plugged in, it defaulted back to my sound card.)
