pastebinit crashed with UnicodeEncodeError in quote(): 'utf-8' codec can't encode characters in position 340-342: surrogates not allowed

I can't pastebin http://paste.ubuntu.com/p/qFfThVFChK/ via stdin, only as a file... seen that on a lot of inputs. pastebinit should probably just use bytes and avoid redecoding stuff?
