If you want install "IT Service Management solution OTRS::ITSM 1.2.3" from .opm package... reports a bug because the package otrs2 doesn't make the "doc" directory under "/usr/share/otrs"

I can confirm I also got this for several OTRS packages

Workaround
~~~~~~~~~~

mkdir /usr/share/otrs/doc
chmod 775 /usr/share/otrs/doc
chown www-data:www-data /usr/share/otrs/doc
drwxrwxr-x www-data www-data
