openbox does not maximize to full window size with saved larger resolutoin

Bug Description
To reproduce install lubuntu in a kvm vm with vmvga boot in lubuntu save a larger resolution than the default 800x600 for vmvga like 1440x900 in lxrandr in prefreces monitor settings. Launch any window and then and then use press the maxize button in lxde to make the window maximized it will not use the entire space like a maximized window should look.

I expected the maximize button to make the window take all space on the montior but not the panel instaed it only used part of the panel.

Size of the maximized window after running this. Running the command openbox --restart gets the windows to maximize to the correct size.
