openbox does not maximize to full window size with saved larger resolutoin

Bug Description

To reproduce install lubuntu in a kvm vm with vmvga boot in lubuntu save a larger resolution than the default 800x600 for vmvga like 1440x900 in lxrandr in prefreces monitor settings. Launch any window and then and then use press the maxize button in lxde to make the window maximized it will not use the entire space like a maximized window should look.

I expected the maximize button to make the window take all space on the montior but not the panel instaed it only used part of the panel.

Size of the maximized window after running this. Running the command openbox --restart gets the windows to maximize to the correct size.

This happens both with and without proposed enabled on wily.

workaround #2 setting an xrandr in defualt apps for lxsession causes windows to maximize normally instead of the save button in lxrandr which executes and autostart xrandr script.

An easy way to get an xrandr command line if you don't want to set it up by hand is the arandr package has a command called unxrandr that will get your current monitor settings and put them into default apps for lxsession in the core application tab.

I can reproduce this in a plain openbox session but only with lxpanel on the top monitor of multimonitor setup in both lxde and plain openbox. If I move the lxpanel to the bottom monitor I can work aroudn this and it does not happen but openbox does not seem to be reserving space for lxpanel on the top monitor. Is there another panel I shold check to see if this is not a bug eslewhere? The external monitor is higher res and on a higher part of my desk so placing it above is natural and having a longer panel means I can see the taskbar more.

Possibly related to https://bugs.launchpad.net/ubuntu/+source/openbox/+bug/1809201 which is impacting releases up to focal/20.04 (if not later) today with Lubuntu/LXQt

A support issue today (focal, LXQt) had me notice this.
