Bug Description

The VMware guest customization uses "hwclock" to configure the hardware clock for "utc" or "localtime". Apparently starting with Ubuntu 23.10 (mantic), the "hwclock" command is no longer part of the base release.

The "hwclock" command is available in the "util-linux-extra" package.

Please add the "hwclock" or the "util-linux-extra" package as a dependency of open-vm-tools for Ubuntu 23.10 and later releases.
