At least following 3 APIs returns incorrect on i9-12900/i9-13900

Actually, these APIs will work incorrectly for all hybrid CPUs.
The reason: libtbb-dev doesn't include tbbbind binaries inside the package. https:/
The request: rebuilt this package and include tbbbind binaries inside the package.
Like your guys have already done for Ubuntu 22.10 https:/
