I have the same problem.
And I tried also report

but I don't know if it's in the right place.
From " systemd-analyze plot > file.svg "
I see that

load after " getty.target " when not working.
When worked for me, this was loaded faster.
And "Ctrl+Alt+
I suppose the services start randomly in systemd ,
and more organized and constantly in init .
I don't know how the driver or xorg works.
Maybe you know how to debug the problem or where to report it?

When system worked correct I didn't notice the presence
