Bug Description
nova-rootwrap packaging in Ubuntu did not follow all directives from:

In particular, your filter files are shipped in python-nova, which avoids the benefit of node-specific command filters. You should use .pyremove and .pyinstall files to control more finely what gets installed on which package.
