Bug Description
proposed nmap 7.94 package has zenmap ported to python 3.0, which should make it possible to build it for ubuntu, however the build is still done with --without-zenmap flag.

Thanks for taking the time to report this bug and trying to make Ubuntu better.
The nmap package in Ubuntu is in sync with Debian (Ubuntu applies no changes on top of Debian), and ideally, we should keep it that way to avoid increasing our maintenance burden. This is a feature request that should be forwarded to Debian, and once it is uploaded there it will be synced in Ubuntu. Would you mind filing a bug against the nmap package in Debian? If you do so, please add a link to the Debian bug here so we can track it.
FWIW I tried to build it with --with-zenmap flag locally (no other change) and it did not work. I do not know nmap very well but maybe it is not that straightforward. Let's see what the Debian maintainers say about it.
