Bug Description
The package is missing the bagpipe-bgp code that the upstream source installs as a submodule from https:/
In order to be useable, some of the initialization steps that the devstack plugins for networking-bagpipe and bagpipe-bgp perform would also need to be placed into a postinst. Adding some systemd service units instead of the SysV ones would make for bonus material.
