NetworkManager wont apply configuration for all users at boot

Bug Description

NetworkManager seems to ignore flag "Use this configuration for all users". The networkconfiguration is applied only for the one user who created it, not globally and this configuration is not applied at system boot! To have the system initialize network you'll have to log on with the user whom created the network configuration.

I am seeing this by some systems migrated from Ubuntu 14.04.5 to 16.04.1 and by some systems newly installed from DVD with 16.04.1 or 16.04.
