network interfaces and network-manager fail to load on boot

Bug Description
This is a sporadic problem on boot of this system (an HP Envy x360).
After boot, both before and after login, there is no network connectivity. The network-manager GUI indicator does not load, and I am unable to bring "up" any interfaces manually. A full reboot is required, which generally results in normal operation.
