VPN connection edit window too big on netbook when Gnome panel at bottom is enabled

Bug Description
The VPN connection edit window is too big on netbooks with a Gnome panel at the bottom, so the buttons at the bottom are hidden (outside of screen) and thus cannot be clicked.
Additionally the window cannot be resized. Again: this only affects netbook installations with a Gnome bottom panel and should not effect setups without that panel.
Either the window should be made resizable (maybe not possible) or some settings have to be moved in another tab for example.

I'm running UNR 10.04 on an HP Mini 1030NR. Even without any bottom panel in Gnome (just the top bar and application menu) the VPN connection edit window does not fit on the screen. The buttons are not visible by default and it seems the only way to access them is to alt-drag the window till they are visible.
