Solution:

After the failed installation:

1.) do a apt-get remove netatalk
2.) add a line to /etc/netatalk/afpd.conf "- -ipaddr your.ip.address.here"
3.) do a apt-get install netatalk

Done!

This made no difference:

etting up netatalk (2.0.4~beta2-5ubuntu2) ...
update-rc.d: warning: netatalk stop runlevel arguments (0 1 6) do not

Sorry to hear that... It had worked for me. Please try to put eth0 (or whatever your NIC is called) into afpd.conf like

eth0
- -ipaddr your.ip.address.her

These are the two most common problems with nbp_rgstr not working
