Drop dh-apport to reduce delta with Debian

Bug Description

If we drop our dh-apport usage, and install the apport script "manually", we can submit the apport changes to Debian and reduce our delta once they accept it. We can't do that with the net-snmp package as it's now because dh-apport is in debian experimental.

Many packages in Debian have apport scripts, which seems to indicate upstream tends to accept these sort of changes, as long as they don't require dh-apport.

dh-apport (and apport in general) has since been removed from experimental, and I don't think it will be part of unstable/testing anytime soon because the previous maintainer has expressed that he's lost interest in the package, as can be seen here:

We still can install net-snmp's apport hooks by hand and suggest the changes to the Debian package, though. Depending on the maintainer, I think he/she will gladly accept them (since they're pretty much a no-op there now).
