Desktop lockdown vanished

Bug Description

In 14.04 and 16.04, as desktop lockdown ("kiosk mode") we disabled the gsetting "org.gnome.desktop.background show-desktop-icons".
Nautilus then disabled the context menu when a user right clicks on the background and didn't show any icons, but still showed the wallpaper - nice!
I tested this with nautilus 1:3.18.4.is.3.14.3-0ubuntu6 and earlier.

In 18.04 (tested version 1:3.26.3-0ubuntu4), this flag is not honored, any more. After source code inspection, I saw, the nautilus-desktop is always started in mode "--forced" which ignores this flag, completely.

Then I tried to remove the option "--forced" from nautilus-classic.desktop, but nautilus-desktop didn't start, the whole session didn't start (I think this is lp bug #1633826).

What can I do to get the desktop locking, again? Thanks for your help.
