Bug Description

Nautilus then disabled the context menu when a user right clicks on the background and didn't show any icons, but still showed the wallpaper - nice!
I tested this with nautilus 1:3.18.
In 18.04 (tested version 1:3.26.3-0ubuntu4), this flag is not honored, any more. After source code inspection, I saw, the nautilus-desktop is always started in mode "--forced" which ignores this flag, completely.

What can I do to get the desktop locking, again? Thanks for your help.
