Nautilus Close All Windows is only closing the current window

Bug Description
After I upgraded from 13.10 to 14.04, the "Close All Windows" in the File menu and Ctrl+Q are not closing all windows. Instead they are only closing the active window. As if I had pressed Ctrl+W.
However, running "nautlius -q" in a terminal, closes all Nautilus windows.
