Nautilus does not use umask

Bug Description
Nautilus 3.8.2 in Ubuntu 13.10 (64 bit) does not use umask.
I have umask set as 0002.
When creating a folder with mkdir, group permissions are correct with read and write permission.
When creating a folder with Nautilus/right click/New folder, group permission is "Access files" only.
It seems that this bug was present many years ago and have resurfaced now in Nautilus 3.8.2.
The bug does not exist on an identical computer with Ubuntu 13.10 (64 bit) which has Nautilus version 3.6.3
