directory view is not retained. always displays global default view whenever new window is opened

Bug Description
The directory view attributes (list, icons, etc.) no longer stick to a directory.
Each time the file browser is opened contents are shown using the default view characteristics. If characteristics are changed then all other directories viewed are viewed with those changed characteristics as long as it is a continuing browsing session.
If the file browser is closed and reopened the view reverts to the default view regardless whether other characteristics were set in the previous browsing session.
In all versions prior to 13.04 each directory could be given view attributes different than default that would persist even if the file browser was opened and closed multiple times or the system shutdown and restarted.
