user table setup fails if hostname is "localhost"

Bug Description
Installing mysql-server-5.0 (5.0.51a-3ubuntu5) in Ubuntu Hardy fails, if hostname is "localhost".
The reason for this is a "duplicate key" error in ./scripts/
I'm attaching a fix for this.
