This is a variant of bug 1607938 where usually due to local configuration changes users have blocked the access that the maintainer scripts need for updates.

I've marked it as a dup for the known bug tracking efforts/discussions around that.

For you resolving the issue (for now) would be about fixing the config to allow local access for the user of the maintainer script (root in your case) again.
