Can't move certain windows using touchscreen

Bug Description
When I try to move a window using the touchscreen by dragging the title bar, some programs work, but others don't.
The behavior with the programs that don't work is particularly odd. When I start trying to drag the window, the cursor becomes visible (which it normally isn't when using the touchscreen), the cursor switches to the "move" shape, then the cursor follows my finger (the window doesn't move). When I remove my finger from the screen, the cursor remains visible and in the "move" shape, moving the mouse will then cause the window to move (even though I never clicked), and the window will remain attached to the mouse cursor until you click.

Interestingly bug 1994027 declared the issue fixed for Nautilus (Files) and Terminal. Sounds like the fix is only half working?
