middle click to lower window no longer works for xwayland windows

i have titlebar middle-click set to lower windows in Tweaks. In kinetic, this works for xwayland windows, while in lunar it no longer does. (native wayland gtk3 and gtk4 apps do appear to work though, which was a long time coming!)
