How to reproduce
- Enable `Mouse Keys` in Settings/Accessibility: Mouse Keys works
- Reboot: Mouse Keys doesn't work anymore

Expected
- Enable `Mouse Keys` in Settings/Accessibility: Mouse Keys works
- Reboot: Mouse Keys still works

Not sure rebooting is necessary, logging out may be enough
