Kubuntu Vivid 1 Beta 15.04: Muon preferences are not saved

Bug Description

What I did:
1. Opened the muon preferences.
2. Selected "Show notifications for available updates"
3. Clicked on "Ok"
4. Opened the muon preferences again.

Expected behaviour:
The option is still selected.

Observed behaviour:
The option is not selected.

When I select both options and reopen the dialog the second one ("Show the number of available updates") is still selected but deactivated.

Always reproducible.

The bug is still present in the Kubuntu 15.04 release, also after updating to Plasma 5.3.

I am experiencing the same bug on a fresh install of Kubuntu 20.10 (Polish language version).

1. Launch Muon from the KDE "start menu".
2. Open "Settings -> Configure Muon Package Manager...".
3. Uncheck "Treat recommended packages as dependencies".
4. Click "OK".
5. Reopen "Settings -> Configure Muon Package Manager...".

Expected result:
The "Treat recommended packages as dependencies" option is unchecked.
Actual result:
The "Treat recommended packages as dependencies" option is checked.

More details to comment #3 above:

This might be a user rights issue. Muon apparently reads the "Treat recommended packages as dependencies" setting from APT config files in /etc/apt. (see "man apt.conf"). But since I was launching Muon as a non-root user, it was obviously not able to update settings in /etc/apt.

If I create an /etc/apt.apt.conf file with the following contents:

APT::Install-Recommends "false";

and restart Muon, then the "Treat recommended packages as dependencies" becomes unchecked. (Though checking/unchecking of this option is again not saved.)
