monero: Package is Hardfork Behind Thus Unusable

Bug Description
Ubuntu's "monero" package should be updated since it is on the wrong hardfork version (hardfork v14 instead of v16). This means that the node will not fully sync, will kick its peers, will get kicked by peers, and the wallet won't be able to scan the chain or send transactions. In other words, it is completely unusable, and has been for more than a year (hardfork v16 was finalized August 2022). You can see the network version schedule here: https:/
The most recent stable release is v0.18.3.1, which is on hardfork v16. I posted this issue on the questions site, but was redirected to here. As a currently funded developer for Monero, I'd be happy to help the upgrade.
