Binary package hint: module-init-tools
found with cruft(8):

correct link target is modprobe.conf.5.gz

I seem to remember that we decided this was a man-db or debhelper problem?
Upstream is shipping the following:
quest module-init-tools% cat modprobe.d.5
.so modprobe.conf.5
According to the Fedora man implementation, that .so link is correct and it's debhelper/man-db getting it wrong.
