package libapache2-mod-mono 2.11+git20130708.6b73e85-2 failed to install/upgrade: subprocess installed post-installation script returned error exit status 1

Ubuntu 13.10 upgraded from Ubuntu 12.10

First I installed apache2
sudo apt-get install apache2

then I tried to install libmono

apt-get install libapache2-mod-mono mono-apache-server2
that's what created the error
