Bug Description
Binary package hint: metacity
This bug exists in both fedora 10 and ubuntu 8.10 which has Gnome 2.24. I believe this is a problem with metacity since it doesn't happen with compiz.
An easy way to reproduce:
1. Make sure Metacity is the window-manager (ie. disable desktop effects)
2. Open firefox
3. Reduce the window size to cover only a part of the desktop.
3. Maximize firefox
4. Restart firefox
6. Firefox will start maximized but when you unmaximize it, it will still cover the whole desktop and not go back to its previous unmaximized size.
I haven't noticed this with any other program yet but it's really annoying.
I think it's this upstream bug:

It's also similar to these bugs:

My system is ubuntu 8.10 x86 with all the latest updates as of today.
