Hover-Scroll to Switch Between Multiple Windows of a Launcher

Bug Description

In Ubuntu Unity, you could hover over a launcher-icon and scroll through all of the windows open for that application. Scrolling wouldn't showcase thumbnails; instead it would actually focus each different window as you would scroll.

In Ubuntu 18.04, the GNOME taskbar does indeed offer a nice looking thumbnail list of windows when you click on the launcher of an application that has multiple windows.

However, I'm requesting that the same hover-scroll feature offered by the Unity Desktop be added too. This request would have no barring on the existing behavior, because currently hover-scroll does nothing. This methodology requires "zero-clicks and less mouse travel" to cycle through all the open windows of a particular application.

Therefore, I'm ok with the fact that clicking the launcher does what it currently does.

This hover-scroll feature request can be added without effecting the existing click event behavior.

No one who doesn't like the feature wouldn't have to endure it, and people who expect it will love it. Win:Win

I've been testing out the Kubuntu 18.04.1 Desktop Environment on another machine.

After watching this video, I was able to configure a taskbar with hover-scroll:

As a matter of fact, I was able to produce a "launcher bar" that was more like Unity than the Ubuntu team was capable of providing via GNOME in their 18.04 release!

Getting features into GNOME is like pulling teeth and I'm noticing that such features are already available in KDE through right-click context-menus.
