"To" field doesn't accept further focus requests if keyboard is dismissed while focused

Bug Description
If the "To" field is focused and the user dismisses the keyboard by swiping it down the field remains highlighted but without a cursor and tapping on the field does not give it proper input focus, resulting in the keyboard and the cursor not displaying.
Steps to reproduce:
1) Create a new message
2) Focus on the "To:" field
3) Dismiss the keyboard by swiping down
(Note that the text field is still white)
4) Tap on the "Write a message..." field
5) Tap on the "To:" field
Expected result:
"To:" field accepts input and keyboard is displayed
Actual result:
"To:" field turns white, but doesn't show the cursor or the keyboard.

+1 the "To" field should show the cursor instantly. Currently you need a 2nd tap to bring up the keypad again.
