Installed mercurial version doesn't match the declared one

Bug Description

After installing and staring TortoiseHg I faced the following error message:

    #!python
    ** Mercurial version (4.6.2). TortoiseHg version (4.5.2)
    ** Command: --nofork
    ** CWD: /home/ilya
    ** Encoding: UTF-8
    ** Extensions loaded:
    ** Python version: 2.7.15rc1 (default, Apr 15 2018, 21:51:34) [GCC 7.3.0]
    ** System: Linux akaars-kubuntu 4.15.0-24-generic #26-Ubuntu SMP Wed Jun 13 08:44:47 UTC 2018 x86_64
    ** Qt-5.9.5 PyQt-5.10.1 QScintilla-2.10.2

    This version of TortoiseHg requires Mercurial version 4.4.n to 4.5.n, but found 4.6.2

After checking it several times I noticed that while the installed mercurial version seems to be 4.5.3:

Get:1 http://il.archive.ubuntu.com/ubuntu bionic/universe amd64 mercurial amd64 4.5.3-1ubuntu2 [189 kB]

it's version is actually 4.6.2:

/usr/bin/hg --version
Mercurial Distributed SCM (version 4.6.2)

The last update included mercurial security upgrade, but the situation remains the same:

 This package contains the architecture dependent files.
