laptop sleeps if lid closed when external monitor is connected

Bug Description

If an external monitor is connected and someone closes the laptop lid. The Laptop should not sleep. This should be implemented in `/org/gnome/settings-daemon/plugins/power` "lid-close-suspend-with-external-monitor" however it was never carried over to `/org/mate/power-manager/`.

It's implemented in most other desktops, missing from Mate.
