If the main Mate Panel is on the top and the secondary Mate Panel on the left, the panel on the left expands below the one on top when disconnecting/connecting external monitors (more than two displays attached, in my case three monitors: one is the laptop, and two others externals attached)
Playing with Mate Panel "Expand properties" (disable then enable) fixes the problem. (In rare cases it does not help to fix by enabling the "expand" option)
