Hibernation fails Lubuntu 20.10 and 21.04

Bug Description

Selecting "leave" then "hibernate" results in notification:

Power manager error (D-BUS call) org.freedesktop.logon.1Sleep\ sleep verb "hibernate" not supported - see attached screen shot and log files

This of course results in no hibernation.

Further to my original report:

This is also occuring on Lubuntu 20.04.1 but in this case there is no notification of the failure to hibernate.

I can confirm that this also the case with the latest Hiruste daily ISO :

Tested on Lenovo V14 IIL

this bug is very annoying since it affects energy consumption and the workaround is not very user friendly

Hibernation seems to be poorly supported overall:

That said, the right "solution" here is likely to remove the hibernate option from the shutdown options altogether.

To add to that, it looks like the way to implement that is `NotShowIn=LXQt` in lubuntu-default-settings but we've got https://github.com/lxqt/lxqt/issues/1743 keeping that from working.

Based on user feedback on Reddit, this appears to apply to Jammy also. The user on Reddit also happened to find a possible fix to the problem that makes the hibernation button work (when the system is configured just right).

In /etc/polkit-1/localauthority/50-local.d/com.ubuntu.enable-hibernate.pkla:

  [Re-enable hibernate by default in upower]
      Identity=unix-user:*
      Action=org.freedesktop.upower.hibernate
      ResultActive=yes

  [Re-enable hibernate by default in logind]
  Identity=unix-user:*
  Action=org.freedesktop.login1.hibernate;org.freedesktop.login1.handle-hibernate-
  key;org.freedesktop.login1;org.freedesktop.login1.hibernate-multiple-sessions;org.freedesktop.login1.hibernate-ignore-inhibit
  ResultActive=yes

I cannot vouch for the effectiveness of this solution, but due to the potentially unstable nature of stuff on Reddit, I'm sticking it here so it doesn't get deleted or otherwise lost.
