openbox is not using proper icon size in titlebar

openbox, under lubuntu session, is using forced 48px resized icons for the titlebar, instead of their equivalent 16 or 24px when requiered

Also, grsync and other apps don't use the theme icons, and on the contrary, pcmanfm (gtk2 version) uses the right 16px icon, but resized to 18px.
