package luarocks (not installed) failed to install/upgrade: installed luarocks package post-installation script subprocess returned error exit status 1

After attempting an install from instructions on https://luarocks.org/ for version 3.0.0 failed, I fell back to the version in Ubuntu's packages. This failed to install. On Ubuntu 18.04.1 LTS
