lsb_release doesn't function as shipped

Bug Description
On a fresh Ubuntu 15.04 system, the /usr/bin/
After poking around a bit, it seems to require the "lsb 4.1+Debian11ubu
In any case, I was trying to find out which distribution I was running for a multi-platform program, and the `lsb_release -v` isn't very helpful as shipped.
So... it's either a documentation problem, or a missing "lsb 4.1+Debian11ubu
It's broken in 15.10 (wily) pre-release, as well.
I know documentation issues aren't the same level of critical as a kernel defect, but I thought you'd want to know.
